INVITATION FOR BIDS

PROJECT NAME: WEST END DEMOLITION (G-2)

CITY OF NEWBERRY CDBG PROJECT # 4-CE-19-009

BIDS DUE: MAY 21, 2021 AT 2:00 PM

 

The City of Newberry (the City) will accept separate sealed bids for the complete demolition and disposal of seven (7) vacant and dilapidated residential structures.  Five (5) structures are known to contain asbestos or asbestos-containing material (ACM), and two (2) structures are not known to contain asbestos or asbestos- containing materials. The houses are of varying size and are located in a concentrated target area within the City of Newberry.

 

You are invited to submit a bid in accordance with the specifications in the Request for Bids package.  To obtain a copy of the Request for Bids package, contact Gregory Sprouse, Director of Research, Planning, and Development at [email protected] or (803) 744-5158.

 

Bids must be returned in writing to the attention of: Gregory Sprouse, Central Midlands Council of Governments, 236 Stoneridge Drive, Columbia, SC 29210 no later than 2:00 PM on May 21, 2021.

 

No late bids will be accepted. This solicitation does not commit the City of Newberry or Central Midlands Council of Governments to award a contract or pay any costs incurred in the preparation of the BID or to procure or contract for services.

 

This project is funded in part by the Community Development Block Grant (CDBG) Program provided by the South Carolina Department of Commerce. All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM).  Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin.  Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968.
