CMCOG Regional Hazard Mitigation Plan Update

Central Midlands Council of Governments (CMCOG) is issuing this Request for Proposals (RFP) to identify a qualified consultant team to assist with updating the multi-jurisdictional hazard mitigation plan for the Central Midlands Region, which includes Fairfield, Newberry, Richland, and Lexington Counties. The last plan was completed and adopted by participating jurisdictions in 2016 and will expire in October 2021. CMCOG is in the process of updating the 2016 plan and requires technical assistance with developing the hazard identification and risk assessment elements, and with providing technical support to local jurisdictions in the development of mitigation strategies.

The updated plan will be developed pursuant to the requirements set forth in the Disaster Mitigation Act of 2000, 44 CR Part 201.6. This project is being funded through a grant from the Federal Emergency Management Agency (FEMA) and the South Carolina Emergency Management Division (SCEMD). All applicable Federal and State regulations and program requirements will apply to the resulting contract.

Proposals must be returned in writing to the attention of: Gregory Sprouse, Central Midlands Council of Governments, 236 Stoneridge Drive, Columbia, SC 29210 no later than 2:00 PM on December 1, 2020.

No late bids will be accepted. This solicitation does not commit Central Midlands Council of Governments to award a contract or pay any costs incurred in the preparation of proposals.
