The Central Midlands Council of Governments (CMCOG) currently has a draft – Title VI/Environmental Justice Plan and draft Disadvantaged Business Enterprise Plan (DBE) available for public review and comment. The Title VI Plan outlines how Title VI and Environmental Justice considerations are reflected in transportation and transit work programs, publications, communications, public participation efforts and general way of doing business for the Columbia Area Transportation Study (COATS) Metropolitan Planning Organization (MPO) and the Central Midlands Council of Governments (CMCOG). The Disadvantaged Business Enterprise Plan ensures nondiscrimination in the award and administration of DOT-assisted contracts by creating a level playing field on which DBEs can compete fairly for DOT-assisted contracts.

These documents may be reviewed at the offices of CMCOG, located at 236 Stoneridge Drive, Columbia, SC 29210, between the hours of 8:45 AM and 4:45 PM, Monday – Friday. These documents may also be reviewed on the CMCOG Internet website at www.centralmidlands.org. Accessible formats for individuals with disabilities can be made available on an as needed basis. Individuals requiring accessible formats should contact CMCOG immediately and allow not less than 10 working days from the date of request to receive the materials in a format they can use.

Individuals interested in the conduct of a public hearing to discuss the contents of the Title VI/Environmental Justice Plan and/or the Disadvantaged Business Enterprise Plan must submit a written request to the attention of Reginald Simmons at the CMCOG. Written requests for a public hearing must be received by CMCOG on or before the comment closing date at the address shown above.

All written comments received shall, as applicable, be made a part of the CMCOG records of public in-put. Please be advised that if no comments are received and/or no additional changes have been made, then as written, these documents will be published as the final documents.
