			About the Long Range Transportation Plan As the Metropolitan Planning Organization (MPO) for the Columbia, South Carolina urbanized area, the Central Midlands Council of Governments (CMCOG) is responsible for the development of a multi-modal long range transportation plan for the Greater Columbia metropolitan area, which includes parts of Lexington, Richland, Kershaw, and Calhoun Counties. This Long Range Transportation Plan (LRTP) is a federally-mandated plan, which is updated every five years and attempts to ensure that proposed improvements to the regional transportation system enhance the movement of goods and people in an efficient and economic manner. The plan must be fiscally-constrained and project specific, meet the principles of environmental justice, meet regional air quality standards, and include public participation throughout the planning process. The LRTP is not a wish list - all projects and policies are based on anticipated funding. CMCOG is currently updating the region’s LRTP, which is called the Midlands Tomorrow: 2035 Long Range Trans portation Plan. The plan is a vision plan that looks 30 years into the future – to the year 2035 – to address transportation needs for the whole region. This plan will make recommendations for identifying and interconnecting the various transportation modes such as roadways, bicycle, pedestrian, public transportation, and freight systems.
